Montreal Technoparc: Submission to The Commission for Environmental Cooperation
by Waterkeeper Alliance

Commission for Environmental Cooperation 393, Rue St. Jacques Ouest, Bureau 200 Montreal, Quebec, Canada H2Y 1N9

Re: Waterkeeper Alliance submission regarding PCB leak at Montreal Technoparc

Dear Sir/Madam:

Please find enclosed a submission from Waterkeeper Alliance, Lake Ontario Waterkeeper, Environmental Bureau of Investigation (EBI), Société pour Vaincre la Pollution, and Upper St. Lawrence Riverkeeper.

The submission details ongoing PCB contamination of the St. Lawrence River and describes the efforts of our programs to involve the Government of Canada in the enforcement of the Fisheries Act. While the City of Montreal, the Province of Quebec, and Environment Canada have known about the leak for more than a decade, PCBs continue to pour into the river each and every day.

Enclosed is a complete submission for your consideration, a copy of EBI’s original request for an investigation by Environment Canada, a list of the submitting parties, and a CD-ROM with related files. A copy of EBI’s brief is also available online: http://www.e-b-i.net/ebi/technoparc/technoparcReport.html

Please do not hesitate to contact me if you have any questions.

Yours truly, Mark Mattson Waterkeeper & President
